Maryland Fleet Week 2016

There will be significant impacts to Locust Point and other parts of the 11th District (South Baltimore Peninsula, Downtown, Central West Baltimore, and Midtown) on Saturday, October 15 as a result of the following events:

Below you will find info on impacts specific to:

Thursday, October 13

  • 9am – Noon – School students engage in COMREL activities at Fells Pt., Inner Harbor, and N. Locust Point (private, pre-arranged groups)
  • Approx. 1pm – 4pm – Blue Angels and other aircraft will fly practice runs around the Baltimore region
  • 1pm – 6pm – Navy ships open for public tours at Fells Pt., Inner Harbor, and N. Locust Point excluding the USS Zumwalt; bag policy can be found on Fleet Week website; free shuttle from Inner Harbor Visitor Center to N. Locust Point ships

Friday, October 14

  • 9am – 2pm – Sporting events for sailors in Latrobe Park on Fort Avenue
  • Approx. 1pm – 4pm – Blue Angels and others fly over outer harbor “Airbox”
  • 1pm – 6pm – Navy ships open for public tours at Fells Pt., Inner Harbor, and N. Locust Point excluding USS Zumwalt; check bag policy on Fleet Week website; free shuttle from Inner Harbor Visitor Center to N. Locust Point ships

Specific to Locust Point

There will be several parking and travel restrictions in place in Locust Point. Specifically:

Additional Parking

  • Additional 669 parking spaces will be available for Locust Point (ONLY) residents at three locations starting at 5 p.m. on Friday, October 14.  All cars must be removed by 7 a.m. on Monday, October 17.  The lots are located at:
  • UA’s “Triangle Lot” with entrances in Marriott Street near Towson and on Hull Street near N. Haubert Street (513 spaces)
  • UA’s “Cheer Northeast Lot” with an entrance on Key Highway Extension directly across from UA’s headquarters (82 spaces)
  • Christ Church of Baltimore, UCC, Lot off of Beason Street (74 spaces).

No Parking Restrictions

  • “No Parking” on Andre Street between Fort Avenue and East McComas Street will be in effect from 8 a.m. on Friday, October 14 until 8 p.m. on Sunday, October 16.  This restriction includes the parking lot in Latrobe Park off of Andre Street.
  • “No Parking” on the south side of Fort Avenue between Hull Street and Fort McHenry will be in effect from  6 a.m. on Friday, Oct. 14 until 8 p.m. on Sunday, October 16.
  • “No Parking” on the north side of Fort Avenue between Towson Street and  Fort McHenry will be in effect from  8 a.m. on Saturday, Oct. 15 until 8 p.m. on Sunday, October 16.
  • The parking restrictions will be posted by 72 hours prior to their effective time.

Vehicle and Cycle Travel Restrictions

  • No vehicle traffic on Fort Avenue east of Andre Street without a hangtag/credential from 8 a.m. to 8 pm Saturday, October 15, and then again from 8 a.m. to 8 p.m. on Sunday, October 16.
  • No bicycles allowed on Fort Avenue east of  Andre Street from 8 a.m. to 8 pm Saturday, October 15, and then again from 8 a.m. to 8 p.m. on Sunday, October 16.  Bicycles are to be parked in the Latrobe Park parking lot off of Andre Street.

Public Transportation

  • Banner Circulator and MTA # 1bus will use the Francis Scott Key Elementary School as a turnaround and as a load/unload site from 8 a.m. to 8 p.m. on Saturday, October 15, and then again from 8 a.m. to 8 p.m. on Sunday, October 16. The transit vehicles will not continue to Fort McHenry during these times. Mobility shuttles will be available for people with disabilities who are not able to walk to Fort McHenry.

Check Points

  • Three law enforcement checkpoints on Fort Avenue and Key Highway Extension will operate from 10 a.m. to 5 p.m. on Saturday, October 15, and on Sunday, October 16.  The officers at these locations have been given directions to allow Locust Point residents, their guests, business owners and their employees to enter Locust Point once these people have explained their reason for coming to Locust Point.  People only coming to Locust Point for the air show will be politely asked to turn around and leave Locust Point.

Ongoing Utility Work City-wide

DOT has issued a Temporary ‘Stop Work Order’ restriction, which will be in effect from 12:01 a.m. Wednesday, October 12, 2016 through 9:00 a.m. on Monday, October 17, 2016 which prohibits all contractors from working on public right-of-ways within the following geographical boundaries:

  • North Avenue to the north
  • McComas Street to the south
  • Central Avenue to the east
  • and Martin Luther King Jr. Boulevard to the west

Commercial Truck Restrictions
