To register to vote in Maryland, you must:

  1. Be a U.S. citizen;
  2. Be a Maryland resident;
  3. Be at least 18 years old by the next general election;
  4. Not be under guardianship for mental disability;
  5. Not have been convicted of buying or selling votes;
  6. Not have been convicted of a felony, or if you have, you have completed serving a court ordered sentence of imprisonment, including any term of parole or probation for the conviction.

What Constitutes Maryland Residency? (via Comptroller’s Office)

Your permanent home is or was in Maryland (the law refers to this as your domicile). OR your permanent home is outside of Maryland, but you maintained a place of abode (that is, a place to live) in Maryland for more than six months of the tax year. If this applies to you and you were physically present in the state for 183 days or more, you must file a full-year resident return.

Nonresident – Your permanent home (domicile) is in a state other than Maryland, unless you are a statutory resident.

Statutory resident – You maintain and occupy a place of abode (that is a place to live) for more than 6 months of the tax year in Maryland.

Part-Year Residents – If you either established or abandoned Maryland residency during the calendar year, you are considered a part-year resident.

Obtaining a Voter Registration Form in Person or by Mail

You can use Maryland’s Online Voter Registration System (OLVR)  or submit a voter registration application to your local board of elections)  or the State Board of Elections at any time. However, an application must be postmarked by the voter registration deadline in order to vote in the next scheduled election. If you submit a voter registration application during the period that registration is closed, your application will be held at the local board of elections and processed when registration reopens.

Please fill out and print the Voter Registration Application form following the instructions provided with it. Be sure to sign the form where appropriate before mailing it. The Voter Registration Application form cannot be processed without an ORIGINAL signature.
