- Public safety is a major concern for Councilman Costello
- Eric has developed collaborations with local and state law enforcement agencies such as BPD and the Baltimore City Sheriff’s Office to ensure public safety for the district residents.
- This has taken the form of enhanced deployments throughout the district meant to target issues ranging from parking enforcement to violent crime.
- Eric has worked diligently with 11th district schools to ensure equitable facilities and resources.
- As the chair of the Ways and Means Committee, economic growth for the district is paramount.
- To ensure the economic growth of the district and the city, Councilam Costello has worked with numerous partners to create grants to benefit groups such as the Druid Heights CDC and small business owners while at the same time appealing to larger companies to come to the city, thus bringing career opportunities.
- A strong public transit system is a key component to maintaining an active, healthy and economically vibrant Downtown.
- Specifically, Eric has been a vocal advocate for keeping the Charm City Circulator running; connecting neighborhoods North and South, East and West throughout the 11th District. When DOT proposed reducing the Banner Route in Locust Point, Eric made certain the route was not cut.
- In 2021, Councilman Costello supported the development of mixed-income housing, the most recent project being Pedestal Gardens in the Madison Park neighborhood.
- In 2023, Councilman Costello worked closely with his colleagues on the Council, Housing Advocates, as well as Developers and Community Partners to craft workable affordable housing legislation. This was vital in passing the Inclusionary Housing Bill, thus correcting years of housing inequality in Baltimore City.
Since first taking office, Eric has focused on holding Baltimore City government accountable for providing core City services:
- Filing potholes and fixing broken street lights
- Providing accurate and timely water bills
Collecting trash and recycling each and every week - Keeping our parks clean and green
And keeping our street safe - Eric believes building public trust means making basic services a priority. That means being responsive, getting it done and getting it right.
The International Longshoreman’s Association (ILA) District Council – the ILA District Council and its three locals (ILA 333; ILA 953, and ILA 1429) represent over 2,500 members who work at the Port of Baltimore.

Councilman Eric Costello
In October 2014, Eric T. Costello joined the Baltimore City Council representing Baltimore’s most diverse district – the 11th District, which includes Central West Baltimore, the Downtown Central Business District, Downtown’s Westside, Midtown, and the South Baltimore Peninsula, as well as 24 unique neighborhoods. The 11th District is also home to Camden Yards, City Hall, the Inner Harbor, Lexington Market, MICA, historic Pennsylvania Avenue, Port Covington, State Center, the University of Baltimore, University of Maryland Baltimore, and the Washington Monument. Eric won the 2016 Democratic primary in a five way race with 55% of the total vote in April 2016 to become the Democratic nominee
